The pair finished the opening round on seven-under par at Sawgrass, one shot ahead of Byeong-hun An and Brian Harman.
Fleetwood, the 2017 Race to Dubai champion, made six birdies in the last nine hole, while Bradley made six birdies, an eagle and a bogey for his round.
Four-time major winner Rory McIlroy made a bogey-free 67 to end the day two shots off the lead alongside Vaughn Taylor and Ryan Moore.
